May 19, 2025 - Project “HQ 7777” is LIVE! Yesterday (Sunday), volunteers with the Union put up flyers in 400 & 500 C St. Other locations with HQ COREs & TFTs will have them soon! Also, the first signed Statement of Interest card was picked up! Spread the word & keep them coming!”

    Who is this effort targeted to?

    All non-supervisory Cadre of On-call Response Employees (CORE) employees and non-supervisory Temporary Full Time (TFT) staff assigned to HQ*. These employees are eligible but not currently represented by FEMA’s Collective Bargaining Agreement CBA). 

    *This includes CORE & TFTs at NPSC’s, Winchester, and any other HQ elements.

    How do I know if I’m a HQ CORE or HQ TFT? 

    Check your SF-50.

    Block 22 indicates the name & location of your position.

    Block 37 indicates your bargaining unit status (BUS) code.  If it says “7777”, this is for you.

    Why are we doing this?

    HQ 7777s do not benefit from the current Collective Bargaining Agreement (CBA). This means that we don’t have the same protections or backing that existing union members have. We see coming together and joining the existing union as the most effective tool we have to push back and gain some control over where and how we work. Given the uncertainty of the climate we are under, this is an effort to add as many dues paying members into the union as possible.

    This is an uphill battle, but there is too much at stake not to try. We can present a much stronger, united front if we come together. Please fill out the card if you want to join the fight!

    What do I need to do?

    Click HERE to download your Showing of Interest (SOI) card.  You’ll need to print it, fill it out, sign it, and mail it in.

Timeline


May 12, 2025: website goes live, “7777” staff can begin downloading, completing and mailing in their Showing of Interest (SOI) cards.

  • May 2025-March 2026: SOI cards will be inventoried and scanned as they are received.

  • March 31, 2026: LAST DAY day to postmark a SOI card.  No cards postmarked after this date will be accepted.

  • April-May 2026:

    • If we have a sufficient response rate (we need 50% of all HQ COREs / TFTs to sign a card), we will submit a petition to AFGE for HQ COREs & HQ TFT to be included in FEMA’s Collective Bargaining Agreement.

    • AFGE will review the petition before forwarding it to AFGE National OGC

    • We will work with AFGE National to petition FLRA (Federal Labor Relations Authority) for action.

    • Once adjudicated and approved by FLRA to move forward, FLRA will conduct an election to determine if the new until wants AFGE Local 4060 to represent them

    • If the vote is favorable (majority votes win) FLRA approves our Cert to add the HQ 7777 employees (the new Cert will also be sent to the agency)
